With more than two decades of offshore leadership experience, including two years as CEO of EPCI Rever Offshore and 5 years as UK MD of Bibby Offshore, Barry brings a wealth of expertise in delivering complex projects, building strong partnerships and guiding teams through fast-changing energy markets.
A highly respected voice in the industry, Barry serves on the boards of Offshore Energies UK (OEUK), the Offshore Wind Industry Council (OWIC) and chairs the Global Underwater Hub’s Offshore Wind Developer Forum.
Under Barry’s guidance, Flotation Energy continues its journey as a pioneering offshore wind developer — from our origins of pioneering the world-first Kincardine floating offshore windfarm, to today’s flagship Green Volt project, we continue to lead at the vanguard of floating offshore wind.
Barry stepped into the role of Chief Executive in October 2025, having previously held the position of Managing Director at Flotation Energy.

Toru currently holds the role of Chief Operating Officer at Flotation Energy Ltd, instrumental in the strategic oversight of our offshore wind projects in the United Kingdom and Asia-Pacific.

Shin is also a former Director and Chief of Engineering Division at Eurus Energy Holdings Corporation, Japan’s largest onshore wind company. He currently serves as Chief Technical Officer at Flotation Energy.

In 2007, Andrew joined the Mergers and Acquisitions team of FTSE 250 business Wood Group, subsequently leading the Investor Relations function, debt and equity finance raisings and strategy roll-out. More latterly at Wood Group, Andrew led the finance function of the Downstream Engineering Procurement and Construction Management (EPCM) business engaged in a number of energy transition and carbon reduction projects. Andrew joined Flotation Energy in March 2025 as Chief Financial Officer with responsibility for legal, commercial, accounting and financing activities.

Throughout her career, Louise has driven transformation across talent management, leadership development, equity and inclusion and employee engagement. Known for a collaborative and forward-thinking approach, Louise partners with leaders at every level to shape a culture built on trust, innovation and shared success.
Before joining Flotation Energy, Louise held senior people roles where she delivered initiatives that strengthen capability, enhance employee experience and support sustainable growth.
Louise has a deep, inherent passion for affecting change in work experience — encouraging a culture of authenticity and belonging.
As CPO, Louise continues to champion culture, foster growth in ways that stay true to the company values and ensure that Flotation Energy is a workplace where everyone can thrive.

Having joined TEPCO in 2004, Masa has held a number of key commercial roles in the power utilities sector, including Director for Project Development in one of the largest independent power producers in the Philippines from 2012 to 2015.
From 2018 to 2025, Masa Led the commercial team of TEPCO RP to develop the offshore wind power business in Japan. Having joined Flotation Energy in October 2025, Masa is responsible for managing progress across the project portfolio, as well as providing necessary guidance and support across the business as we move into the key delivery phase of our core projects over the months and years ahead.
