Our leadership team

Some of the world’s first fixed test and demonstrator windfarms were launched in Aberdeenshire, Scotland, with support from technical experts that now sit within Flotation Energy’s leadership team.  Furthermore, the world’s first commercial floating windfarm, Kincardine which has been generating power since 2021, was a project conceptualised and driven by Flotation Energy’s founders. Today, Kincardine is still the world’s largest grid-connected floating wind farm.

Chief Executive 

Nicol has a background in corporate finance, law and politics and is an entrepreneur with a strong track record of founding, growing and selling companies. He was previously Deputy First Minister of Scotland and the country’s Energy Minister. In this role he did a great deal to support the growth of the renewables sector. As a life peer he now sits as a member of the House of Lords. In 2013, he founded Pilot Offshore Renewables (Kincardine) with Allan MacAskill, which developed the world’s largest floating wind project and has been developing successful offshore and onshore renewable energy businesses for more than a decade. As a co-founder of Flotation Energy Nicol has pioneered the company from a start-up to a rapidly growing global offshore wind developer.

Toru is a former International Business Development Director for TEPCO RP and has spent the last ten years holding senior positions in the Japanese energy giant, including Manager for Strategy and Power Trading. Prior to this, he was the Chief Engineer for Investment Planning. He currently holds the role of Chief Operating Officer at Flotation Energy Ltd, instrumental in the strategic oversight of our offshore wind projects in the United Kingdom and Asia Pacific.

Shinichiro Ichiyama

Shin has held several managerial roles in power plant engineering and global investment in IPP within Tokyo Electric Power Co. He is also a former Director and Chief of Engineering Division at Eurus Energy Holdings Corporation, Japan’s largest onshore wind company. He currently serves as Chief Technical Officer at Flotation Energy.

Allan MacAskill

Special Advisor to the Board

Allan is one of the world’s industry leaders in offshore wind. An engineer with a background in oil and gas, in 2005 he pioneered the first ever offshore wind project in deeper waters. The Beatrice project was also the first to provide electricity to an operational oil and gas platform. Allan then co-founded Sea Energy Renewables, which developed more than 3GW of offshore wind in Scottish waters, before its sale to EDP Renewables in 2011. In 2013 he started the Kincardine Offshore Wind project, which has now become the world’s largest floating wind project. In 2018, he established Flotation Energy plc with Nicol Stephen, his partner in the Kincardine project.

Andrew Rose

Andrew is a chartered accountant with over 20 years’ experience in the Energy sector. After training with KPMG, Andrew held a number of positions in corporate banking and corporate finance advisory organisations. In 2007, Andrew joined the Mergers and Acquisitions team of FTSE 250 business Wood Group, subsequently leading the Investor Relations function, debt and equity finance raisings and strategy roll-out. More latterly at Wood Group, Andrew led the finance function of the Downstream EPCM business engaged in a number of energy transition and carbon reduction projects. Andrew joined Flotation Energy in March 2025 as Chief Financial Officer with responsibility for legal, commercial, accounting and financing activities.
 

Jun Shibata​​​​

Regional Head and Executive Director – APAC

Jun has over 30 years’ experience in the power utilities sector and has held a number of commercial roles with TEPCO since joining the group in 1993. Most recently, at Tokyo Power Technology, fully owned by TEPCO HD, Jun developed a pioneering wind energy O&M business in Japan, partnering with a global turbine manufacturer to establish the operation in the territory. Earlier career positions also included senior business development roles in the expansion of electricity smart meters in Japan and supporting TEPCO HD’s regional revitalisation promotion office. Jun joined Flotation Energy in his current role in November 2023 and as Regional Head, leads on the expansion and delivery of our offshore wind business in APAC.

Barry MacLeod

Managing Director

As Flotation Energy’s Managing Director, Barry MacLeod focuses on advancing the global project portfolio. This includes the pioneering Green Volt and Cenos Floating Offshore Windfarms in the Scottish North Sea as well as a wider portfolio of offshore wind in England, Ireland and Asia Pacific. Barry is responsible for driving project delivery, operational excellence, sustainable growth and building strong relationships with local supply chain.
Barry is an experienced business leader and prior to Flotation Energy he held several executive leadership roles, including two years as CEO of EPCI Rever Offshore and 5 years as UK MD of Bibby Offshore. His early career was carved in engineering and project management roles delivering major offshore construction projects both in the North Sea and globally from West Africa to Canada.
Barry is also a key member of various industry associations holding board positions for OEUK, Offshore Wind Industry Council Delivery Board and chairing the offshore wind developer forum for the Global Underwater Hub. Under his guidance, Flotation Energy continues to position itself as a pioneering offshore wind developer and a key contributor to the UK’s energy security and sustainability goals.
